The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 5:03 p.m., in room 257, East Block, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators, Dupuis, Fraser, Galvez, MacDonald, Neufeld, Patterson, Richards and Seidman (8).

In attendance: Sam Banks and Marc LeBlanc, analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 6, 2017 the committee began its consideration of Bill C-17, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and to make a consequential amendment to another Act.

APPEARING:

The Honourable Carolyn Bennett, P.C., M.P., Minister of Crown-Indigenous Relations and Northern Affairs.

WITNESSES:

Steven Van Dine, Assistant Deputy Minister, Northern Affairs;

Gilles Binda, Acting Director, Natural Resources and Environment Branch.

Department of Justice Canada:

Daniel Pagowski, Legal Counsel.

Council of Yukon First Nations:

Peter Johnston, Grand Chief (by video conference).

Champagne and Aishihik First Nations:

Steve Smith, Chief (by video conference);

Dave Joe, Legal Counsel (by video conference).

Teslin Tlingit Council:

Richard Sidney, Chief (by video conference);

Duane Gastant' Aucoin, Yanyedi Counsel, (by video conference);

Stephen Phillips, Legal Counsel, (by video conference).

The minister made a statement and, together with Mr. Van Dine, Mr. Binda and Mr. Pagowski, answered questions.

At 6:09 p.m., the committee suspended.

At 6:13 p.m., the committee resumed.

Mr. Johnston, Mr. Sidney and Mr. Smith made statements and, together with Mr. Phillips and Mr. Joe, answered questions.

At 6:53 p.m., the committee suspended.

At 6:56 p.m., the committee resumed.

Mr. Johnston and Mr. Joe continued to answer questions.

At 7:02 p.m., the committee adjourned to call of the chair.
