The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 5:37 p.m., in room 9, the Victoria Building, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators Cordy, Dupuis, Galvez, Massicotte, Mockler, Patterson, Richards, Seidman and Wetston (9).

In attendance: Sam Banks and Jesse Good, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2018, the committee began its examination on the subject matter of those elements contained in Part 5 of Bill C-74, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

WITNESSES:

Environment and Climate Change Canada:

John Moffet, Associate Assistant Deputy Minister, Environmental Protection Branch;

Philippe Giguère, Manager, Legislative Policy.

Department of Finance Canada:

Gervais Coulombe, Director, Sales Tax Division, Tax Policy Branch;

Pierre Mercille, Director General (Legislation), Sales Tax Division, Tax Policy Branch;

David Turner, Tax Policy Analyst, Sales Tax Division, Tax Policy Branch.

Canadian Fuels Association:

Peter Boag, President and Chief Executive Officer;

Lisa Stilborn, Vice President, Ontario Division.

The chair made a statement.

At 5:40 p.m., the Honourable Senator Cordy took the chair of the committee.

Mr. Moffet, Mr. Mercille and Mr. Giguère each made a statement and, together with Mr. Coulombe, answered questions.

At 6:45 p.m., the committee suspended.

At 6:49 p.m., the committee resumed.

Mr. Boag made a statement and answered questions.

At 7:28 p.m., the committee adjourned to the call of the chair.
