The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:30 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Runciman and White (10).

In attendance: Maxime Charron-Tousignant and Julian Walker, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, January 28, 2016, the committee continued its study on matters pertaining to delays in Canada's criminal justice system. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Canadian Association of Elizabeth Fry Societies:

Kim Pate, Executive Director.

John Howard Society of Canada:

Catherine Latimer, Executive Director.

The Church Council on Justice and Corrections:

Rebecca Bromwich, Board Member and Treasurer.

Correctional Service Canada:

Andrea Markowski, District Director, Manitoba/Saskatchewan/North West Ontario District Office.

Probation Officers Association of Ontario:

Elana Lamesse, President.

The chair made a statement.

Ms. Bromwick, Ms. Latimer and Ms. Pate each made a statement and, together, answered questions.

At 11:28 a.m., the committee suspended.

At 11:34 a.m., the committee resumed.

Ms. Markowski and Ms. Lamesse each made a statement and, together, answered questions.

It was agreed that the article entitled "Détention difficile au temps de l`austérité'' published in the newspaper Le Devoir on Thursday, March 10, 2016 presented by the Honourable Senator Joyal, P.C., be filed as an exhibit (Exhibit 362109-42.1/LCJC-SS1, 2 "2'').

At 12:25 p.m., the committee adjourned to the call of the chair.
