The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:30 a.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Carignan, P.C., Dupuis, Eaton, Gold, Joyal, P.C., McIntyre, Pratte and Sinclair (11).

Other senator present: The Honourable Senator Pate (1).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 14, 2017, the committee continued its examination of Bill C-46, An Act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other Acts.

APPEARING:

The Honourable Ralph Goodale, P.C., M.P., Minister of Public Safety and Emergency Preparedness.

WITNESSES:

Public Safety Canada:

Kathy Thompson, Assistant Deputy Minister, Community Safety and Countering Crime Branch.

Rachel Huggins, Manager, Policy and Development, Serious and Organized Crime Strategies Division, Community Safety and Countering Crime Branch.

Royal Canadian Mounted Police:

Kevin Brosseau, Acting Commissioner.

Department of Justice:

Greg Yost, Counsel, Criminal Law Policy Section, Policy Sector.

The chair made a statement.

The minister made a statement and, together with Ms. Thompson, answered questions.

At 11:33 a.m., the committee suspended.

At 11:40 a.m., the committee resumed.

Mr. Brosseau, Ms. Thompson and Mr. Yost answered questions.

At 12:40 p.m., the committee adjourned to the call of the chair.
