The Standing Senate Committee on Fisheries and Oceans met this day at 5:05 p.m., in room 9, Victoria Building, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Eaton, Enverga, Hubley, Manning, Martin, McInnis, Munson, Raine and Stewart Olsen (9).

Other senator present: The Honourable Senator Sinclair (1).

In attendance: Odette Madore, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, April 14, 2016, the committee continued its study on Maritime Search and Rescue activities, including current challenges and opportunities.

WITNESSES:

Canadian Coast Guard:

Jody Thomas, Commissioner;

Mario Pelletier, Deputy Commissioner, Operations;

Jeffery Hutchinson, Deputy Commissioner, Strategy and Shipbuilding.

Commissioner Thomas made a statement and, together with Deputy Commissioners Hutchinson and Pelletier, answered questions.

It was agreed that the committee proceed in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda (future business).

At 6:27 p.m., the committee suspended.

At 6:30 p.m., the committee resumed in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda (future business) and a draft special study budget application.

At 6:42 p.m., the committee suspended.

At 6:43 p.m., the committee resumed in public.

It was agreed that the chair be authorized to seek an order of reference for the Standing Senate Committee on Fisheries and Oceans to be authorized to examine and report on the regulation of aquaculture, current challenges and future prospects for the industry in Canada;

That the papers and evidence received and taken and work accomplished by the committee on this subject during the First Session of the Forty-first Parliament be referred to the committee; and

That the committee report from time to time to the Senate, but no later than June 30, 2016, and that the committee retain all powers necessary to publicize its findings for 180 days after the tabling of the final report.

It was agreed that the following budget application for the fiscal year ending March 31, 2017, in relation to a special study on Maritime Search and Rescue activities, including current challenges and opportunities, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
