The Standing Senate Committee on Fisheries and Oceans met this day at 8:30 a.m., in room 9, Victoria Building, the chair, the Honourable Fabian Manning, presiding.
Members of the committee present: The Honourable Senators Gold, Hartling, MacDonald, Manning, Munson and Ringuette (6).
In attendance: Odette Madore, Analyst, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, April 14, 2016, the committee continued its study on Maritime Search and Rescue activities, including current challenges and opportunities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4).

The chair made a statement.
Ms. Fox made a statement and, together with Mr. Laporte, Mr. Poisson and Mr. Murray, answered questions.
At 9:17 a.m., the committee suspended.
At 9:21 a.m., the committee resumed.
Pursuant to the order of reference adopted by the Senate on November 23, 2017, the committee continued its examination of Bill S-238, An Act to amend the Fisheries Act and the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act (importation of shark fins). (For complete text of the order of reference, see proceedings of the committee, Issue No. 23).
It was agreed that the committee proceed to clause-by-clause consideration of Bill S-238.
It was agreed that the title stand postponed.
It was agreed that the preamble stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed that clause 2 carry.
The chair asked whether clause 3 shall carry.
The Honourable Senator Gold moved:
That Bill S-238 be amended in clause 3, on page 2, by replacing, in lines 12 and 13, the words "that are not attached to a shark carcass'' with "or parts of shark fins that are not attached to a shark carcass, or any derivatives of shark fins''.
After debate, the question being put on the motion in amendment, it was adopted.
The chair asked whether clause 3 as amended shall carry.
The Honourable Senator Gold moved:
That Bill S-238 be amended in clause 3, on page 2, by replacing, in line 12, the words "port, or attempt to import, into'' with "port or export, or attempt to import or export, into or from''.
The question being put on the motion in amendment, it was adopted.
It was agreed that clause 3 as amended carry.
The chair asked whether clause 4 as amended shall carry.
The Honourable Senator Gold moved:
That Bill S-238 be amended in clause 4, on page 2,
(a) by adding, in line 18, the words "or parts of shark fins'' after the word "fins''; and
(b) by replacing, in line 19, the word "carcass'' with the words "carcass, or any derivatives of shark fins,''.
The question being put on the motion in amendment, it was adopted.
The chair asked whether clause 4 shall carry.
The Honourable Senator Gold moved:
That Bill S-238 be amended in clause 4, on page 2,
(a) by adding, in line 18, the words "or exportation'' after the word "importation''; and
(b) by replacing line 21 with the following:
"(a) the importation or exportation is for the purpose of scientific re-''.
The question being put on the motion in amendment, it was adopted.
It was agreed that clause 4 as amended carry.
The chair asked whether clause 1, which contains the short title, shall carry.
The Honourable Senator Gold moved:
That Bill S-238 be amended in clause 1, on page 1, by replacing line 21 with the following:
"tation and Exportation Act.''.
The question being put on the motion in amendment, it was adopted.
It was agreed that clause 1 as amended carry.
It was agreed that the preamble carry.
The chair asked whether the title shall carry.
The Honourable Senator Gold moved:
That Bill S-238 be amended, on page 1, by replacing the long title with the following:
"An Act to amend the Fisheries Act and the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act (importation and exportation of shark fins)''.
After debate, the question being put on the motion in amendment, it was adopted.
It was agreed that the title as amended carry.
It was agreed that the bill, as amended, carry.
It was agreed that the chair report the bill, with amendments, to the Senate.
At 9:36 a.m., the committee adjourned to the call of the chair.
