The Standing Senate Committee on Human Rights met this day at 11:30 a.m., in room 9, Victoria Building, the chair, the Honourable Jim Munson, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bernard, Fraser, Hartling, McPhedran, Munson, Ngo, Omidvar, Pate and Poirier (11).

In attendance: Jean-Philippe Duguay, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 15, 2016, the committee began its study on the issues relating to the human rights of prisoners in the correctional system.

WITNESSES:

Correctional Service Canada:

Anne Kelly, Senior Deputy Commissioner;

Kelley Blanchette, Deputy Commissioner for Women;

Larry Motiuk, Assistant Commissioner, Policy;

Jennifer Wheatley, Assistant Commissioner, Health Services.

John Howard Society of Canada:

Catherine Latimer, Executive Director;

Lawrence DaSilva, Former Federal Prisoner.

Canadian Association of Elizabeth Fry Societies:

Diana Majury, President;

Alia Pierini, Regional Advocate.

Ms. Kelly made a statement and, together with Mr. Motiuk, Ms. Wheatley, and Ms. Blanchette, answered questions.

At 12:38 p.m., the committee suspended.

At 12:43 p.m., the committee resumed.

Ms. Latimer, Ms. Majury, Ms. Pierini, and Mr. DaSilva made statements and answered questions.

At 1:40 p.m., the committee suspended.

At 1:41 p.m., the committee, pursuant to rule 12-16(1), resumed in camera.

It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

At 1:47 p.m., the committee adjourned to the call of the chair.
