The Standing Senate Committee on Human Rights met this day at 11:28 a.m., in room 9, Victoria Building, the chair, the Honourable Jim Munson, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bernard, Bovey, Eaton, Hartling, Martin, McPhedran, Ngo and Pate (10).
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, December 15, 2016, the committee continued its study on the issues relating to the human rights of prisoners in the correctional system. (For complete text of the order of reference, see proceedings of the committee, Issue No. 14.)

Tabatha Tranquilla, Senior Policy Advisor, Policy, Research and International Division;
Marcella Daye, Senior Policy Advisor, Policy, Research and International Division.
The chair made a statement.
Ms. Landry made a statement and, together with Ms. Keith, Ms. Tranquilla and Ms. Daye, answered questions.
At 12:49 p.m., the committee suspended.
At 12:51 p.m., the committee resumed to consider a draft special study budget application for public hearings and fact- finding in Western Canada, as well as fact-finding in Scotland, Norway and Denmark, as part of the committee's study on issues pertaining to human rights of prisoners, for the fiscal year ending March 31, 2018.
SUMMARY OF BUDGET
Activity 1: Edmonton and Vancouver $143,432 Activity 2: Scotland, Norway, Denmark $149,730 TOTAL $293,162
After debate, it was agreed that the special study budget application, be approved, as amended, and that the Subcommittee on Agenda and Procedure be authorized to approve the final version of the budget and that the chair submit the budget application to the Standing Committee on Internal Economy, Budgets and Administration.
At 1:30 p.m., the committee adjourned to the call of the chair.
