The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:36 a.m., in room 257, East Block, the deputy chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Frum, Gold, Greene, Joyal, P.C., Maltais, Marwah, Ringuette, Seidman, Wells and Woo (11).

In attendance: David Groves and Laurence Brosseau, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(2)(c), the committee considered the orders and practices of the Senate and the privileges of Parliament.

WITNESS:

The Honourable Ian Binnie.

The deputy chair made a statement.

Mr. Binnie made a statement and answered questions.

At 10:43 a.m., the committee adjourned to the call of the chair.
