The Standing Committee on Rules, Procedures and the Rights of Parliament met in camera this day at 9:31 a.m., in room 257, East Block, the deputy chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Dalphond, Frum, Gold, Housakos, Joyal, P.C., Maltais, Seidman, Sinclair and Woo (10).

In attendance: Michel Bédard, Acting Deputy Law Clerk and Parliamentary Counsel, Senate of Canada; David Groves and Laurence Brosseau, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(2)(c), the committee considered the orders and practices of the Senate and the privileges of Parliament.

At 10:39 a.m., the committee adjourned to the call of the chair.
