The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:31 a.m., in room 257, East Block, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Batters, Dalphond, Dupuis, Gold, Greene, Housakos, Joyal, P.C., Maltais, McCoy, Seidman, Sinclair, Wells and Woo (13).

In attendance: David Groves and Laurence Brosseau, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 4, 2018, the committee began to examine the possibility of amending the Rules of the Senate to expressly give the Standing Committee on Internal Economy, Budgets and Administration the necessary discretion to meet in camera when required.

WITNESSES:

The Honourable Senator Sabi Marwah, Chair, Standing Committee on Internal Economy, Budgets and Administration;

Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration.

The chair made a statement.

The Honourable Senator Marwah made a statement and, together with Mrs. Legault, answered questions.

At 10:25 a.m., the committee adjourned to the call of the chair.
