The Standing Senate Committee on National Security and Defence met this day at 1 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Carignan, P.C., Dagenais, Jaffer, Kenny, Lang, Meredith and White (8).

Other senators present: The Honourable Senators Campbell and Day (2).

In attendance: Katherine Simonds and Holly Porteous, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued its study on Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Canadian Security Intelligence Service:

Tom Venner, Assistant Director, Policy and Strategic Partnerships;

Brian Rumig, Assistant Director, Operations.

The chair made a statement.

Mr. Rumig made a statement and, together with Mr. Venner, answered questions.

At 2:06 p.m., the committee suspended.

At 2:14 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, April 21, 2016, the committee continued its study on issues related to the Defence Policy Review presently being undertaken by the government. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

Lieutenant-General Michael Hood, Commander, Royal Canadian Air Force;

Brigadier-General Michel Lalumière, Director General, Air Force Development;

Major-General Christian Juneau, Deputy Commander, Canadian Army;

Brigadier-General Rob Roy MacKenzie, Chief of Staff, Army Reserve.

Public Safety Canada:

Lori MacDonald, Assistant Deputy Minister, Emergency Management and Programs Branch.

National Defence and the Canadian Armed Forces:

Major-General William Seymour, Chief of Staff, Operations, Canadian Joint Operations Command;

Brigadier-General Michel Lalumière, Director General, Air Force Development.

Canadian Coast Guard:

Mario Pelletier, Deputy Commissioner, Operations.

The chair made a statement.

Lieutenant-General Hood made a statement and, together with Brigadier-General Lalumière, answered questions.

At 2:52 p.m., the committee suspended.

At 2:53 p.m., the committee resumed.

Lieutenant-General Hood answered questions.

At 2:55 p.m., the committee suspended.

At 3:15 p.m., the committee resumed.

Major-General Juneau made a statement and, together with Brigadier-General MacKenzie, answered questions.

At 4:12 p.m., the committee suspended.

At 4:17 p.m., the committee resumed.

Ms. MacDonald, Mr. Pelletier and Major-General Seymour each made a statement and, together with Brigadier- General Lalumière, answered questions.

At 5:25 p.m., the committee suspended.

At 5:29 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

At 5:43 p.m., the committee adjourned to the call of the chair.
