The Standing Senate Committee on National Security and Defence met in camera this day at 1:03 p.m., in room 2, Victoria Building, the chair, the Honourable Gwen Boniface, presiding.

Members of the committee present: The Honourable Senators Boniface, Brazeau, Dagenais, McIntyre, McPhedran, Oh and Richards (7).

In attendance: Daniel McBryde and Constance Naud-Arcand, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to rule 12-16(1)(d), the committtee considered a draft agenda (future business), in camera.

At 1:13 p.m., the committee suspended.

At 1:27 p.m., the committee resumed in public.

Pursuant to the order of reference adopted by the Senate on January 26, 2016, the committee continued its examination on Canada's national security and defence policies, practices, circumstances and capabilities. Martin Joyal, Senior Director, Policy and Outreach Directorate.

Environment and Climate Change Canada:

Ken Macdonald, Executive Director, Meteorological Services of Canada.

Rogers Communications Inc.:

David Watt, Senior Vice-President, Regulatory and Chief Privacy Officer;

Gerry Thompson, Senior Manager, Wireless Regulation.

TELUS Communications:

The chair made a statement.

Mr. Tanguy made a statement and, together with Mr. Joyal and Mr. Macdonald, answered questions.

At 3:45 p.m., the committee suspended.

At 3:52 p.m., the committee resumed.

Mr. Watt and Mr. Edora each made statements and, together with Mr. Thompson and Ms. Unguran, answered questions.

At 4:33 p.m., the committee adjourned to the call of the chair.
