The Standing Senate Committee on National Security and Defence met this day at 2:09 p.m., in room 2, Victoria Building, the chair, the Honourable Gwen Boniface, presiding.
Members of the committee present: The Honourable Senators Boisvenu, Boniface, Dagenais, Gold, Griffin, Jaffer, McIntyre, Richards and Smith (9).
In attendance: Constance Naud-Arcand and Daniel McBryde, Analysts, Parliamentary Information and Research Services, Library of Parliament; Mila Pavlovic, Communications Officer, Senate Communications Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, February 15, 2018, the committee continued its study on the subject matter of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, insofar as it relates to Canada's borders. The chair made a statement.
Mr. Blackham, Mr. Dilkens and Mr. Railton each made a statement and, together with Mr. Shoan, answered questions.
At 3:27 p.m., the committee suspended.
At 3:35 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.
At 4 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda (future business) for its study to examine and report on Canada's national security and defence policies, practices, circumstances and capabilities. At 4:12 p.m., the committee adjourned to the call of the chair.
