The Standing Senate Committee on National Security and Defence met this day at 1:31 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Gwen Boniface, presiding.

Members of the committee present: The Honourable Senators Boniface, Dagenais, Gold, Griffin, McIntyre, Oh, Pratte and Richards (8).

Other senator present: The Honourable Senator Busson (1).

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its consideration of Bill C-59, An Act respecting national security matters. (For complete text of the order of reference, see proceedings of the committee, Issue No. 40.)

Doug Breithaupt, Director and General Counsel, Criminal Law Policy Section.

The chair made a statement

Mr. Davies, Ms. Geddes, Mr. Millar and Mr. Breithaupt each made a statement and together answered questions.
