The Standing Senate Committee on Transport and Communications met this day at 9:31 a.m., in room 257, East Block, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Black, Boisvenu, Greene, MacDonald, Mercer, Plett and Runciman (7).

Other senator present: The Honourable Senator Poirier (1).

In attendance: Jed Chong, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 9, 2016, the committee began its examination of the regulatory and technical issues related to the deployment of connected and automated vehicles.

The committee considered a draft special study budget application relating to its study on connected and automated vehicles for fiscal year ending March 31, 2017.

The Honourable Senator Black moved:

That the following special study budget application relating to its study on connected and automated vehicles, for fiscal year ending March 31, 2017, be approved, for submission to the Standing Committee on Internal Economy, Budgets and Administration:

General Expenses                                                               $ 0

Activity: Conference on Automated Vehicles — Toronto     $ 19,364

TOTAL                                                                             $ 19,364

After debate, the question being put on the motion, it was adopted.

At 9:43 a.m., pursuant to the order of reference adopted by the Senate on Wednesday, March 9, 2016, the committee began its examination on the development of a strategy to facilitate the transport of crude oil to eastern Canadian refineries and to ports on the East and West coasts of Canada.

The committee considered a draft special study budget application relating to its study on the transport of crude oil for fiscal year ending March 31, 2017.

The Honourable Senator Plett moved:

That the following special study budget application relating to its study on the transport of crude oil, for fiscal year ending March 31, 2017, be approved, for submission to the Standing Committee on Internal Economy, Budgets and Administration following a final review by the Senate Administration that will be overseen by the Subcommittee on Agenda and Procedure:

General Expenses                                                                        $ 0

Activity 1: Edmonton, Calgary and Vancouver                             $ 175,376

Activity 2: Montreal, Saint John, Halifax and Port Hawkesbury     $ 156,476

TOTAL                                                                                      $ 331,852

After debate, the question being put on the motion, it was adopted.

At 9:53 a.m., the committee adjourned to the call of the chair.
