The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Dawson, Doyle, Eggleton, P.C., Greene, MacDonald, Ngo and Runciman (8).

In attendance: Jed Chong, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 9, 2016, the committee continued its study on the development of a strategy to facilitate the transport of crude oil to Eastern Canadian refineries and to ports on the East and West Coasts of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Office of the Auditor General of Canada:

Julie Gelfand, Commissioner of the Environment and Sustainable Development; and

Kimberley Leach, Principal.

Ms. Gelfand made an opening statement and, along with Ms. Leach, answered questions.

At 10 a.m., pursuant to rule 12-16(1)(d) of the Rules of the Senate, the committee moved in camera to consider a draft agenda (future business).

The committee considered a draft agenda.

At 10:08 a.m., public proceedings resumed and the committee continued its study on the development of a strategy to facilitate the transport of crude oil to Eastern Canadian refineries and to ports on the East and West Coasts of Canada.

Phil Benson, lobbyist.

Mr. Benson made an opening statement and answered questions.

At 11:01 a.m., the committee adjourned to the call of the chair.
