The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room 2, Victoria Building.

Members of the committee present: The Honourable Senators Black, Boisvenu, Doyle, Eggleton, P.C., Greene, Mercer, Runciman and Unger (8).

In attendance: Jed Chong, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 9, 2016, the committee continued its study on the development of a strategy to facilitate the transport of crude oil to eastern Canadian refineries and to ports on the East and West coasts of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESS:

Macdonald-Laurier Institute:

Ken Coates, Senior Fellow in Aboriginal and Northern Canadian Issues (by video conference).

The clerk informed the committee of the unavoidable absences of the chair and deputy chair and presided over the election of an acting chair.

The Honourable Senator Mercer moved:

That the Honourable Senator Runciman be the acting chair.

The questing begin put on the motion, it was adopted.

The acting chair took the chair.

Mr. Coates made a statement and answered questions.

At 7:35 p.m., the committee adjourned to the call of the chair.
