The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room Opus II, Mezzanine Level, Delta Montreal.
Members of the committee present: The Honourable Senators Boisvenu, Doyle, Mercer and Smith (4).
Other senator present: The Honourable Senator Pratte (1).
In attendance: Jed Chong, Analyst, Parliamentary Information and Research Services, Library of Parliament; Sonia Noreau, Communications Officer, Senate Communications Directorate; Victor Senna, Procedural Clerk, Senate Committees Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, March 9, 2016, the committee continued its study on the development of a strategy to facilitate the transport of crude oil to eastern Canadian refineries and to ports on the East and West coasts of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

The clerk informed the committee of the unavoidable absences of the chair and deputy chair and presided over the election of an acting chair.
The Honourable Senator Doyle moved:
That the Honourable Senator Mercer be the acting chair for today.
The question being put on the motion, it was adopted.
The Honourable Senator Mercer took the chair.
The acting chair made a statement.
It was agreed:
That the committee allow coverage by electronic media of the committee's public proceedings in Montreal, Saint John and Halifax with the least possible disruption of its hearings.
Mr. Dorval made a statement and answered questions.
At 10:29 a.m., the committee suspended.
At 10:37 a.m., the committee resumed.
Ms. Simard made a statement and answered questions.
At 11:25 a.m., the committee suspended.
At 11:36 a.m., the committee resumed.
Mr. Grenier and Mr. Gauthier made statements and answered questions.
At 12:04 p.m., the committee adjourned to the call of the chair.
