The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room 2, Victoria Building.

Members of the committee present: The Honourable Senators Beyak, Black, Boisvenu, Doyle, Eggleton, P.C., Greene, Mercer, Raine and Runciman (9).

In attendance: Jed Chong and Nicole Sweeney, Analysts, Parliamentary Information and Research Services, Library of Parliament; Victor Senna, Procedural Clerk, Senate Committees Directorate.

Also present: The official reporters of the Senate.

The clerk informed the committee of the unavoidable absences of the chair and deputy chair and presided over the election of an acting chair.

The Honourable Senator Eggleton moved:

That the Honourable Senator Mercer be the acting chair.

The question begin put on the motion, it was adopted.

The acting chair took the chair.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 9, 2016, the committee continued its study on the development of a strategy to facilitate the transport of crude oil to eastern Canadian refineries and to ports on the East and West coasts of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Canadian Association of Energy and Pipeline Landowner Associations:

The acting chair made a statement.

Mr. Caron and Mr. Core each made a statement and, together, answered questions.

At 7:36 p.m., the committee suspended.

At 7:40 p.m., the committee resumed.

The acting chair made a statement.

Ms. Miller-Anderson made a statement and answered questions.

At 8:04 p.m., the committee adjourned to the call of the chair.
