The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room 2, Victoria Building, the deputy chair, the Honourable Patricia Bovey, presiding.
Members of the committee present: The Honourable Senators Black (Alberta), Boisvenu, Bovey, Dawson, Gagné, Galvez, MacDonald, Mercer, Plett and Sinclair (10).
Other senator present: The Honourable Senator McCoy (1).
In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2018, the committee continued its consideration of Bill S-245, An Act to declare the Trans Mountain Pipeline Project and related works to be for the general advantage of Canada.

Dwight Newman, Professor of Law and Canada Research Chair in Indigenous Rights in Constitutional and International Law, University of Saskatchewan (by video conference).

The deputy chair made a statement.
Mr. Dachis and Mr. Mintz made statements and answered questions.
At 10:18 a.m., the committee suspended.
At 10:22 a.m., the committee resumed.
Mr. Newman made a statement and answered questions.
At 10:57 a.m., the committee adjourned to the call of the chair.
