The Standing Senate Committee on Transport and Communications met this day at 6:46 p.m., in room 2, Victoria Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cormier, Dawson, Gagné, Galvez, MacDonald, Miville-Dechêne, Plett and Tkachuk (9).

In attendance: Zackery Shaver, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 7, 2018, the committee continued its examination of the subject matter of those elements contained in Divisions 22 and 23 of Part 4 of Bill C- 86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

WITNESSES:

Western Canada Marine Response Corporation:

Michael Lowry, Manager, Communications (by video conference).

Québec-Océan:

Mathieu Cusson, Professor, Université du Québec à Chicoutimi.

Clear Seas Centre for Responsible Marine Shipping:

Peter Ellis, Executive Director (by video conference).

Ecojustice:

Joshua Ginsberg, Lawyer and Director of Legislative Affairs.

The chair made a statement.

Mr. Lowry and Mr. Cusson made statements and answered questions.

At 7:49 p.m., the committee suspended.

At 7:52 p.m., the committee resumed.

Mr. Ellis and Mr. Ginsberg made statements and answered questions.

At 8:25 p.m., the committee suspended.

At 8:27 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed:

That the committee allow the transcription of the in camera portion of today's meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff present, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of the parliamentary session.

At 8:31 p.m., the committee adjourned to the call of the chair.
