The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.
Members of the committee present: The Honourable Senators Anderson, Andreychuk, Boisvenu, Bovey, Cormier, Dasko, Dawson, Gagné, Manning, Miville-Dechêne, Oh, Patterson, Plett, Simons, Smith and Tkachuk (16).
Other senators present: The Honourable Senators Jaffer and McCoy (2).
In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

The committee considered a draft agenda.
The Honourable Senator Miville-Dechêne moved:
That the committee hold two full days of public hearings in northern British Columbia no later than mid-April 2019;
That the committee complete clause-by-clause consideration of Bill C-48 no later than Tuesday, April 30, 2019.
After debate, the Honourable Senator Plett moved:
That the motion be amended as follows:
That the committee hold two full days of public hearings in northern British Columbia and two full days of public hearings in Alberta no later than mid-April 2019;
That the committee complete clause-by-clause consideration of Bill C-48 no later than Tuesday, May 7, 2019.
After debate, the question being put on the motion in amendment, it was negatived on the following vote:

The Honourable Senator Miville-Dechêne moved:
That the committee seek permission to extend its meeting hours on Tuesday, March 19, 2019 and Wednesday, March 20, 2019.
After debate, the question being put on the motion, it was adopted, on division.
It was agreed that the clerk prepare two draft budget options for travel, for consideration at the next committee meeting.
The chair made a statement.
Mr. McMillan and Mr. Lewis-Manning made statements and answered questions.
At 9:57 a.m., the Honourable Senator Andreychuk replaced the Honourable Senator Smith as a member of the committee.
At 10:17 a.m., the Honourable Senator Oh replaced the Honourable Senator Andreychuk as a member of the committee.
At 10:40 a.m., the Honourable Senator Patterson replaced the Honourable Senator Plett as a member of the committee.
At 10:44 a.m., the Honourable Senator Simons replaced the Honourable Senator Bovey as a member of the committee.
At 11:04 a.m., the deputy chair, the Honourable Senator Miville-Dechêne, took the chair.
At 11:09 a.m., the Honourable Senator Tkachuk took the chair.
At 11:34 a.m., the committee adjourned to the call of the chair.
