The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cormier, Dasko, Dawson, Gagné, Galvez, MacDonald, Miville-Dechêne, Plett, Simons and Tkachuk (11).

Other senators present: The Honourable Senators Black (Alberta), Dalphond, Jaffer, McCoy and Patterson (5).

In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

APPEARING:

WITNESSES:

Transport Canada:

Lawrence Hanson, Assistant Deputy Minister, Policy;

Marc-Yves Bertin, Director General, Marine Policy.

Aboriginal Equity Partners:

Bruce Dumont, Member of the Steward Group for the Northern Gateway Project, Former President of the Métis Nation British Columbia;

Dale Swampy, Coordinator.

Indian Resource Council of Canada:

Delbert Wapass, Board Member, Indian Oil and Gas;

Stephen Buffalo, President and Chief Executive Officer.

The chair made a statement.

Minister Garneau made a statement and answered questions.

At 7:49 p.m., the committee suspended.

At 7:54 p.m., the committee resumed.

Mr. Buffalo and Mr. Dumont made statements and, together with Mr .Wapass and Mr. Swampy, answered questions.

At 9:16 p.m., the committee adjourned to the call of the chair.
