The Standing Senate Committee on Transport and Communications met this day at 6:49 p.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Busson, Cormier, Gagné, Galvez, MacDonald, Manning, Miville-Dechêne, Plett and Tkachuk (10).

Other senators present: The Honourable Senators Black (Alberta) and McCoy (2).

In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

WITNESSES:

Wim M. Veldman, President.

As an individual:

Stanley Rice, Retired Biologist, National Oceanic and Atmospheric Administration (by video conference).

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

The Honourable Senator Tkachuk moved:

That the committee travel to Alberta and Saskatchewan as part of its study on Bill C-48.

After debate, the question being put on the motion, it was adopted.

The Honourable Senator Tkachuk moved:

That the committee report Bill C-48 to the Senate by Thursday, May 9, 2019.

The question being put on the motion, it was adopted.

The chair made a statement.

Mr. Tertzakian and Mr. Veldman made statements and answered questions.

At 8:10 p.m., the committee suspended.

At 8:12 p.m., the committee resumed.

Mr. Rice made a statement and answered questions.

At 8:51 p.m., the committee adjourned to the call of the chair.
