The Standing Senate Committee on Transport and Communications met this day at 9 a.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cormier, Dasko, Gagné, Manning, Mégie, Miville-Dechêne, Moncion, Plett, Stewart Olsen and Tkachuk (11).

Other senator present: The Honourable Senator McCoy (1).

In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

WITNESSES:

Sonia Simard, Director, Legislative and Environmental Affairs.

Government of Saskatchewan:

The Honourable Jeremy Harrison, Minister of Trade and Export Development.

Government of Alberta:

The Honourable Rachel Notley, Premier of Alberta (by video conference).

The committee considered a draft legislative budget application for the fiscal year ending March 31, 2020.

The Honourable Senator Miville-Dechêne moved:

That the budget be amended to only include public hearings in Edmonton and Regina;

And that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the budget.

After debate, the Honourable Senator Plett moved:

That the motion be amended by extending the hearings in Regina for one day to hear the people of Estevan.

After debate, the question being put on the motion in amendment, it was negatived by a show of hands.

Resuming debate on the motion of the Honourable Senator Miville-Dechêne:

That the budget be amended to only include public hearings in Edmonton and Regina;

And that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the budget.

The question being put on the motion, it was adopted on the following vote:

NAYS

The Honourable Senators Tkachuk, Boisvenu, Manning, Plett, Stewart Olsen — 5

The Honourable Senator Manning moved:

That the motion be amended by extending the hearings in Regina for an extra half day or day, if the witness list deems it necessary.

The question being put on the motion in amendment, it was adopted.

The chair made a statement.

Mr. Smith and Ms. Simard made statements and answered questions.

At 10:06 a.m., the committee suspended.

At 10:11 a.m., the committee resumed.

Mr. Harrison made a statement and answered questions.

At 10:56 a.m., the committee suspended.

At 11:01 a.m., the committee resumed.

Ms. Notley made a statement and answered questions.

The Honourable Senator Tkachuk moved:

That the following supplementary legislative budget application for the fiscal year ending March 31, 2020, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration;

ACTIVITY 1:
Alberta and Saskatchewan
$ 153,750
TOTAL $ 153,750

And that the committee report Bill C-48 to the Senate by Thursday, May 16, 2019.

The question being put on the motion, it was adopted.
