The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Busson, Cormier, Dawson, Gagné, Galvez, MacDonald, Manning, Miville-Dechêne, Neufeld, Simons and Tkachuk (12).

Other senator present: The Honourable Senator McCoy (1).

In attendance: Jed Chong, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 2, 2019, the committee continued its examination of the subject matter of those elements contained in Divisions 11, 12, 13 and 14 of Part 4, and in Subdivision I of Division 9 of Part 4 of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures. Andrew Norgaard, Vice President of Communications.

The Honourable Senator MacDonald raised a point of order concerning the wording of the seventeenth report of the committee.

After debate, the chair ruled that the point of order was valid.

The Honourable Senator Dawson appealed the chair's ruling.

The question being put on whether the chair's ruling shall be sustained, it was negatived on the following vote:

The chair made a statement.

Mr. Broad, Mr. Burrows, Mr. K.-Laflamme, Mr. Arseneault and Mr. Haakonson made statements and answered questions.

At 10:38 a.m., the committee suspended.

At 10:40 a.m., the committee resumed.

Mr. Bergamini, Mr. Gooch, Mr. Keller-Hobson, Mr. McKenna and Mr. Norgaard made statements and answered questions.

At 11:29 a.m., the committee suspended.

At 11:30 a.m., the committee, pursuant to rule 12-16(1)(d), resumed in camera to consider a draft report.

It was agreed that the committee allow the transcription of today's in camera meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff present, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of the parliamentary session.

At 11:35 a.m., the committee adjourned to the call of the chair.
