Pursuant to the order of the Senate of November 25, 2021, the Standing Senate Committee on Agriculture and Forestry met this day in room B45, Senate of Canada Building, and with videoconference at 9:01 a.m. ET, the chair, the Honourable Robert Black, presiding.
Members of the committee present: The Honourable Senators Black, Marwah, Oh and Simons (4).
Members of the committee present by videoconference: The Honourable Senators Cotter, Deacon (Nova Scotia), Klyne, Mercer, Petitclerc, Quinn and Wetston (7).
Participating in the meeting: Mark Palmer, Procedural Clerk, Tracy Amendola and Laurie-Anne Spooner, administrative assistants, Committees Directorate; Offah Obale, Analyst, Library of Parliament; Ben Silverman, Communications Officer, Communications Directorate.
Pursuant to the order of reference adopted by the Senate on Thursday, December 9, 2021, the committee continued its consideration of Bill S-222, An Act to amend the Department of Public Works and Government Services Act (use of wood).

Jérôme Pelletier and Derek Nighbor each made a statement and answered questions.
It was agreed that the committee proceed to clause-by-clause consideration of Bill S-222.
It was agreed that the title stand postponed.
The chair asked whether clause 1 shall carry.
The Honourable Senator Quinn moved that Bill S-222 be amended in clause 1, on page 1, by replacing line 10 of the English version with the following:
“ter shall consider any potential reduction in greenhouse”.
After debate, the question being put on the motion in amendment, it was adopted.
It was agreed that clause 1, as amended, carry.
It was agreed that the title carry.
It was agreed that the bill, as amended, carry.
It was agreed that observations be appended to the committee's report on the bill.
At 9:58 p.m., the committee suspended.
At 9:59 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.
It was agreed that the committee allow the transcription of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff; and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.
It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, taking into consideration this meeting's discussions, and with any necessary editorial, grammatical or translation changes as required.
At 10:36 a.m., the committee adjourned to the call of the chair.
