The Standing Senate Committee on Agriculture and Forestry met this day at 9 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Robert Black, presiding.
Members of the committee present: The Honourable Senators Bernard, Black, Dalphond, MacDonald, McBean, Oudar, Pate, Petitclerc, Plett, Richards, Robinson, Simons and Varone (13).
Participating in the meeting: Joanne Markle LaMontagne, Analyst, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Thursday, May 9, 2024, the committee continued its consideration of Bill C-275, An Act to amend the Health of Animals Act (biosecurity on farms).
WITNESS:

Joseph Melaschenko, Senior Counsel, Agriculture and Food Inspection Legal Services.
Joseph Melaschenko was invited to the table and answered questions.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-275.
It was agreed that the title stand postponed.
The chair asked whether clause 1 shall carry.
The Honourable Senator Dalphond moved that Bill C-275 be amended, in clause 1, on page 1, by replacing line 6 with the following:
“9.1 No person shall”.
After debate, the question being put on the motion in amendment, it was adopted, on the following vote:

It was agreed that the bill carry, as amended.
It was agreed that the law clerk and Parliamentary Counsel be authorized to make necessary technical, grammatical, or other required non-substantive changes, in both official languages, as a result of the amendments adopted by the committee, including updating cross-references and renumbering of provisions.
The committee discussed observations.
The Honourable Senator Black moved that the committee suspend to proceed in-camera.
After debate, the question being put on the motion, it was negatived.
After debate, it was agreed that observations be appended to the committee's report on the following vote:

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, taking into consideration today’s discussion and with any necessary editorial, grammatical or translation changes as required.
It was agreed that the chair report Bill C-275, with amendment and with observations, to the Senate, in both official languages.
At 10:15 a.m., the committee adjourned to the call of the chair.
