Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Banking, Trade and Commerce met this day in room W110, 1 Wellington St., and with videoconference, at 6:30 p.m. ET, the chair, the Honourable Pamela Wallin, presiding.
Members of the committee present: The Honourable Senators Deacon (Nova Scotia), Gignac, Marshall, Smith, Wallin and Woo (6).
Members of the committee present by videoconference: The Honourable Senators Loffreda, Moncion, Ringuette and Yussuff (4).
Participating in the meeting: Keli Hogan, Procedural Clerk and Debbie Larocque, Administrative Assistant, Committees Directorate; Edison Roy-César and Adriane Yong, analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Thursday, April 28, 2022, the committee began its consideration of Bill S-6, An Act respecting regulatory modernization.
WITNESSES:
The Honourable Senator Robert Black, Chair of the Standing Senate Committee on Agriculture and Forestry;
The Honourable Senator Fabian Manning, Chair of the Standing Senate Committee on Fisheries and Oceans (by videoconference);
The Honourable Senator Ratna Omidvar, Chair of the Standing Senate Committee on Social Affairs, Science and Technology.
The Honourable Senators Black, Manning and Omidvar each made a statement and answered questions.
At 7:25 p.m., the committee suspended.
At 7:26 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).
It was agreed that each committee member be allowed to have one staff member present during the in camera portion of today’s meeting.
It was agreed that the committee allow the transcription of in camera portion of today’s meeting, that a copy be kept with the clerk of the committee for consultation by committee members and/or staff, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than the end of this parliamentary session.
It was agreed that the analysts prepare draft observations for the committee’s consideration, and that the committee proceed to clause-by-clause consideration of Bill S-6 at the committee’s next meeting.
At 8:13 p.m., the committee adjourned to the call of the chair.
