The Standing Senate Committee on Banking, Commerce and the Economy met this day at 11:30 a.m., in room W120, 1 Wellington St., the deputy chair, the Honourable Colin Deacon, presiding.
Members of the committee present: The Honourable Senators Bellemare, Dawson, Deacon (Nova Scotia), Loffreda, Marshall, Marwah, Massicotte, Moncion, Ringuette and Smith (10).
Participating in the meeting: Chantal Cardinal, Procedural Clerk, Committees Directorate; Edison Roy-César and Adriane Yong, analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Tuesday, May 17, 2022, the committee continued its consideration of Bill S-215, An Act respecting measures in relation to the financial stability of post-secondary institutions.

Emmanuel Phaneuf and Virginia Torrie each made a statement and answered questions.
At 12:35 p.m., the committee suspended.
At 12:36 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).
It was agreed that each committee member be allowed to have one staff member present during the in camera portion of the meeting.
It was agreed that the committee allow the transcription of the in camera portion of today’s meeting, that a copy be kept with the clerk of the committee for consultation by committee members and/or staff; and that the transcription be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than the end of this parliamentary session.
It was agreed that the committee do not proceed with clause-by-clause consideration of Bill S-215 at this time.
At 12:51 p.m., the committee adjourned to the call of the chair.
