The Standing Senate Committee on Banking, Commerce and the Economy met this day at 4:15 p.m., in room W110, 1 Wellington St., the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Deacon (Nova Scotia), Fridhandler, Loffreda, Martin, Massicotte, Ringuette, Varone, Wallin and Yussuff (9).

Other senators present: The Honourable Senator Robinson (1).

Participating in the meeting: Brett Howard and Adriane Yong, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 9, 2024, the committee continued its consideration of Bill C-280, An Act to amend the Bankruptcy and Insolvency Act and the Companies’ Creditors Arrangement Act (deemed trust — perishable fruits and vegetables).

WITNESSES:

Agriculture and Agri-Food Canada:

Tom Rosser, Assistant Deputy Minister, Market and Industry Services Branch;

Nicole Howe, Executive Director, Market and Industry Services Branch.

Innovation, Science and Economic Development Canada:

Samir Chhabra, Director General, Marketplace Framework Policy Branch;

Martin Simard, Senior Director, Corporate, Insolvency and Competition Directorate;

Paul Morrison, Senior Policy Analyst, Corporate, Insolvency and Competition Directorate.

The Conference Board of Canada:

Tony Bonen, Executive Director, Economic Research.

Tom Rosser and Samir Chhabra each made a statement and, together with Nicole Howe, Paul Morrison and Martin Simard, answered questions.

At 5:03 p.m., the committee suspended.

At 5:06 p.m., the committee resumed.

Tony Bonen made a statement and answered questions.

At 5:38 p.m., the committee suspended.

At 5:39 p.m., the committee, pursuant to rule 12-16(1)(d), resumed in camera to discuss a draft agenda (future business).

It was agreed that senators’ staff be permitted to remain in the room during the in camera portion of the meeting.

It was agreed that the committee allow the audio recording of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members and/or staff, and that the audio recording be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 6:04 p.m., the committee adjourned to the call of the chair.
