The Standing Committee on Internal Economy, Budgets and Administration met this day, at 9:06 a.m., the chair, the Honourable David Tkachuk, presiding.
Members of the committee present: The Honourable Senators Campbell, Carignan, Charette-Poulin, Comeau, Cordy, Downe, Doyle, Furey, Marshall, Munson, Smith (Saurel), Stewart Olsen, Stratton and Tkachuk (14).
In attendance: Mr. Gary W. O'Brien, Clerk of the Senate and other senior Senate officials.
IE/2012-11-22/235(P) — Adoption of Minutes of Proceedings
It was moved, by Senator Comeau, that the Minutes of Proceedings of November 8, 2012, public portion, be adopted.
The question being put on the motion, it was — Resolved in the affirmative.

The Subcommittee on Agenda and Procedure (Steering Committee) of the Standing Committee on Internal Economy, Budgets and Administration has the honour to table its
FOURTH REPORT
In order to reduce overall costs and have a positive impact on the environment by reducing paper usage, your Subcommittee asked the Senate Administration to carry out a review of newspapers and periodicals in the Senate Reading Room.
Following this review, the Steering Committee now proposes to stop receiving all regional newspapers except the Ottawa Citizen, the Ottawa Sun and Le Droit. As well, it is recommended that the current subscriptions of international newspapers and periodicals be eliminated.
It should be noted that paper and electronic copies of regional and international newspapers as well as magazines are available in the Reading Room of the Main Library and on iPads at a minimal cost. Senators could also consider requesting virtual periodicals and newspapers through Senate Procurement.

Ms. Nicole Proulx, Director, Finance and Procurement answered questions and confirmed that the following national newspapers would still be received: National Post, The Globe and Mail, and La Presse.
After discussion, it was agreed that the Fourth Report of the Subcommittee on Agenda and Procedure be adopted.
At 9:17 a.m., the committee proceeded in camera.
At 10:04 a.m., the committee adjourned to the call of the Chair.
