The Standing Committee on Internal Economy, Budgets and Administration met this day, at 8:38 a.m. in room 160- S, Centre Block, the chair, the Honourable Gerald J. Comeau, P.C., presiding.

Members of the committee present: The Honourable Senators Campbell, Charette-Poulin, Comeau, Cordy, Doyle, Fraser, Furey, Kinsella, Lang, LeBreton, P.C., Marshall, Munson, Seth, Smith (Saurel), Tkachuk, and White (16).

Other senators present: The Honourable Senators Ataullahjan, Baker, Cools, Dawson, Manning, Massicotte, Segal, Wells (8).

Also in attendance: Mr. Gary W. O'Brien, Clerk of the Senate, other senior Senate officials.

CIBA/2013-11-28/023(P) — Appearance of Auditors from Deloitte

The chair informed the committee that following the agreement of the committee at its meeting of November 21, 2013, the auditors from Deloitte were invited to appear before the committee regarding allegations contained in RCMP Corporal Greg Horton's Information to Obtain Production Orders dated November 15, 2013, which documents communications concerning Deloitte with respect to its examination of Senator Duffy's primary and secondary residence status.

Mr. Peter Dent, National Leader at Deloitte, made an opening statement.

Messrs. Dent, Timm and Stewart answered questions.

The Honourable Senator Furey moved that the committee invite Mr. Michael Runia, Partner at Deloitte to answer questions regarding this matter.

The chair indicated that such a motion should be from the Senate and not from this committee. Senator Furey indicated otherwise.

The chair then ruled that this was not the committee's mandate and asked that his ruling be sustained.

After debate — The question being put on the motion, it was resolved in the affirmative: Yeas: 8; Nays 5.

The chair declared the motion carried.

CIBA/2013-11-28/024(P) — Election of New Chair

It was moved by the Honourable Senator Furey that effective December 1, 2013, the Honourable Senator Kinsella be chair of this committee.

The question being put on the motion, it was adopted.

At 9:55 a.m., the committee adjourned to the call of the chair.
