The Standing Committee on Internal Economy, Budgets and Administration met this day, at 9:03 a.m. in room 160- S, Centre Block, the chair, the Honourable Noël A. Kinsella, presiding.
Members of the committee present: The Honourable Senators Campbell, Cordy, Downe, Doyle, Fraser, Furey, Johnson, Kinsella, Lang, LeBreton, P.C., Marshall, Munson, Seth, Smith (Saurel), Tkachuk, and White (16).
Also in attendance: Mr. Gary W. O'Brien, Clerk of the Senate, other senior Senate officials.
CIBA/2013-12-12/030(P) — Membership of the Advisory Working Group on the Provision of Video Coverage of the Senate Chamber
It was agreed that the following senators be named members of the Advisory Working Group on the Provision of Video Coverage of the Senate Chamber: The Honourable Senators Greene (Chair), Mitchell (Deputy Chair); Munson and Black (4).
CIBA/2013-12-12/031(P) — Review of the Senate Administrative Rules (SARs)
The Chair informed the committee that the Senate Administrative Rules (SARs) were presented and discussed at the Internal Economy Committee meeting on April 25, 2013 and that discussion on the proposed revisions would continue in February when the Senate returns. Therefore, he asked that all members take home a copy of the proposed revisions to the Senate Administrative Rules (SARs) during the break with the objective to review them and draft questions for discussion.
At 9:10 a.m., the committee proceeded in camera.
At 9:17 a.m., the committee continued, in camera, senators only.
At 10 a.m., the committee resumed in public.

It was moved by Senator Smith that the First Report of the Subcommittee on the Review of Committee Budgets be adopted.
After debate, the question being put on the motion, it was resolved in the affirmative.

It was agreed that no Subcommittee on Security would be established and that the steering committee would review and examine security matters for this session.

It was agreed that the 2012-2013 Annual Report on Parliamentary Associations' Activities and Expenditures be tabled.
