The Standing Committee on Internal Economy, Budgets and Administration met this day, at 9:02 a.m., in room 160-S, Centre Block, the chair, the Honourable Noël A. Kinsella, presiding.

Members of the committee present: The Honourable Senators Charette-Poulin, Dawson, Downe, Doyle, Fortin-Duplessis, Fraser, Furey, Johnson, Kinsella, Lang, LeBreton, P.C., Marshall, Smith (Saurel), Tkachuk and White (15).

Also in attendance: Mr. Gary W. O'Brien, Clerk of the Senate, and other senior Senate officials.

CIBA/2014-05-29/088(P) — Adoption of Minutes of Proceedings

It was moved by the Honourable Senator Doyle that the Minutes of Proceedings of May 8, 2014 be adopted.

The question being put on the motion, it was adopted.

CIBA/2014-05-29/089(P) — Pay in Arrears

Mr. Bill Matthews, Assistant Secretary, Expenditure Management Sector, Treasury Board and Ms. Marcia Santiago, Executive Director, Expenditure Strategies and Estimates, Treasury Board, gave an overview of the new Pay in Arrears initiative and its resulting budgetary impact for the Senate and answered questions.

After debate, it was agreed that funding for this initiative be disbursed from the existing Senate budget and that a review of the budget situation be carried out in December 2014 to determine if an application for Supplementary Estimates C is required.

CIBA/2014-05-29/090(P) — Advisory Working Group on the Review of the Senate Administrative Rules (SARs)

It was moved by the Honourable Senator Tkachuk that an Advisory Working Group on the Review of the Senate Administrative Rules (SARs) be created and that it be composed of the Honourable Senators Smith (Saurel) (Chair), Marshall, Lang, Tkachuk, Furey, Downe and Cordy. (7).

The question being put on the motion, it was adopted.

CIBA/2014-05-29/091(P) — Advisory Working Group on the Long Term Vision and Plan (LTVP)

It was moved by the Honourable Senator Tkachuk that an Advisory Working Group on the Long Term Vision and Plan (LTVP) be created and that the membership be composed of the Honourable Senator Downe and one other senator to be named in the next few days.

CIBA/2014-05-29/092(P) — Telecommunications Services Outside the Parliamentary Precinct

Hélène Bouchard, Director, Information Services Directorate and Mr. Jim Cooke, Telecommunications Services Coordinator, presented a discussion paper on telecommunications services outside the Parliamentary Precinct.

After debate, it was agreed that this item be presented by Senators Smith (Saurel) and Furey to their respective caucuses for discussion, that the Clerk meet with the non-affiliated senators, and that this item be brought back to the full Committee for a final decision.

CIBA/2014-05-29/093(P) — Management Procedures for Employees with Disabilities

It was agreed that this item be deferred to the next meeting.

At 10:02 a.m., the committee adjourned to the call of the chair.
