The Standing Senate Committee on Agriculture and Forestry met this day at 8:01 a.m., in room 2, Victoria Building, the chair, the Honourable Ghislain Maltais, presiding.

Members of the committee present: The Honourable Senators Dagenais, Doyle, Gagné, Maltais, Mercer, Ogilvie, Oh, Petitclerc, Pratte and Woo (10).

In attendance: Aïcha Coulibaly, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 9, 2017, the committee continued its study on the potential impact of the effects of climate change on the agriculture, agri-food and forestry sectors. (For complete text of the order of reference, see proceedings of the committee, Issue No. 26.)

WITNESSES:

Canada's Ecofiscal Commission:

Dale Beugin, Executive Director.

As an individual:

Bernard Soubry, Doctoral Candidate in Geography and Environment, Environmental Change Institute, University of Oxford (by video conference).

International Panel of Experts on Sustainable Food Systems:

Emile Frison, Member, (Former Director General of Bioversity International) (by video conference).

The chair made a statement.

Mr. Beugin made a statement and answered questions.

At 8:58 a.m., the committee suspended.

At 9:04 a.m., the committee resumed.

Mr. Frison and Mr. Soubry made statements and answered questions.

At 9:59 a.m., the committee adjourned to the call of the chair.
