The Standing Senate Committee on Agriculture and Forestry met this day at 1:01 p.m., in the Sheraton South Room, Sheraton Cavalier, the chair, the Honourable Diane F. Griffin, presiding.

Members of the committee present: The Honourable Senators Black (Ontario), Gagné, Griffin and Maltais (4).

In attendance: Aïcha Coulibaly, Analyst, Parliamentary Information and Research Services, Library of Parliament; Marcy Galipeau, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 9, 2017, the committee continued its study on the potential impact of the effects of climate change on the agriculture, agri-food and forestry sectors. (For complete text of the order of reference, see proceedings of the committee, Issue No. 26).

WITNESSES:

Alberta Forest Products Association:

Brock Mulligan, Director of Communications.

Prairie Climate Centre:

Danny Blair, Director of Science.

Prairie Adaptation Research Collaborative:

D.J. (Dave) Sauchyn, Research Coordinator.

As individuals:

Howard Wheater, Professor, Institute for Water Security, University of Saskatchewan;

Maurice Moloney, Executive Director and CEO, Global Institute for Food Security, University of Saskatchewan;

Stephane McLachlan, Professor, Department of Environment and Geography, University of Manitoba.

The chair made a statement.

Mr. Mulligan made a statement and answered questions.

The chair asked whether it was agreed:

That, notwithstanding the motion adopted on Monday, March19, 2018, on Thursday, March22, 2018, pursuant to rule12-17, the chair be authorized to hold meetings to receive and authorize the publication of evidence when a quorum is not present, provided that one other member of the committee be present.

The question being put on the motion, it was adopted.

At 1:34 p.m., the committee suspended.

At 1:58 p.m., the committee resumed.

Mr. Blair and Mr. Sauchyn made statements and answered questions.

At 2:48 p.m., the committee suspended.

At 3:14 p.m., the committee resumed.

Mr. Wheater, Mr. Moloney and Mr. McLachlan made statements and answered questions.

At 4:44 p.m., the committee adjourned to the call of the chair.
