The Standing Senate Committee on Agriculture and Forestry met this day in camera at 6:32 p.m., in room 2, Victoria Building, the chair, the Honourable Diane F. Griffin, presiding.

Members of the committee present: The Honourable Senators Black (Ontario), Dagenais, Doyle, Gagné, Griffin, Maltais, Mercer, Oh, Petitclerc and Woo (10).

In attendance: Aïcha Coulibaly, Analyst, Parliamentary Information and Research Services, Library of Parliament; Síofra McAllister, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

The committee, pursuant to rule 12-16(1)(d), considered a draft agenda.

It was agreed that senators' staff be permitted to remain in the room.

At 7 p.m., the committee suspended.

At 7:04 p.m., the committee resumed in public.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2018, the committee began its consideration of the subject matter of those elements contained in Part 5, insofar as that Part relates to farming of Bill C-74, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

John Moffet, Associate Assistant Deputy Minister, Environmental Protection Branch;

Philippe Giguère, Manager, Legislative Policy.

Agriculture and Agri-Food Canada:

Tom Rosser, Assistant Deputy Minister, Strategic Policy Branch.

Department of Finance Canada:

Gervais Coulombe, Director, Sales Tax Division, Tax Policy Branch;

Pierre Mercille, Director General (Legislation), Sales Tax Division, Tax Policy Branch;

David Turner, Tax Policy Analyst, Sales Tax Division, Tax Policy Branch.

The chair made a statement.

Mr. Moffet and Mr. Mercille made statements and, together with Mr. Giguère, Mr. Rosser, Mr. Coulombe and Mr. Turner, answered questions.

At 8:07 p.m., the committee adjourned to the call of the chair.
