The Standing Senate Committee on National Finance met this day at 9:31 a.m., in room 9, Victoria Building, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Cools, Deacon, Eaton, Jaffer, Marshall, Mockler, Moncion, Neufeld and Pratte (10).

In attendance: Alex Smith and Shaowei Pu, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, April 18, 2018, the committee continued its study of the expenditures set out in the Main Estimates for the fiscal year ending March 31, 2019. (For complete text of the order of reference, see proceedings of the committee, Issue No. 67.)

WITNESSES:

Environment and Climate Change Canada:

Carol Najm, Assistant Deputy Minister, Corporate Services and Finance Branch;

Matt Jones, Assistant Deputy Minister, Pan-Canadian Framework Implementation Office;

Judy Meltzer, Director General, Carbon Pricing Bureau.

As individuals:

J. David Miller, Professor, Department of Chemistry, Carleton University;

Dr. Tom Kovesi, Pediatric Respirologist, Professor of Pediatrics, Children's Hospital of Eastern Ontario and the University of Ottawa (by video conference);

Dr. Yoko Schreiber, Infectious Disease Specialist, Ottawa Hospital (by video conference).

The chair made a statement.

Ms. Najm made a statement and, together with Mr. Jones and Ms. Meltzer, answered questions.

At 10:04 a.m., the committee suspended.

At 10:10 a.m., the committee resumed.

At 10:36 a.m., the committee suspended.

At 10:43 a.m., the committee resumed

Dr. Kovesi and Professor Miller each made a statement and answered questions.

At 11:26 a.m., the committee adjourned to the call of the chair.
