The Standing Senate Committee on National Finance met this day at 9:30 a.m., in room 9, Victoria Building, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Deacon (Nova Scotia), Deacon (Ontario), Eaton, Forest, Marshall, Mockler, Moncion, Neufeld and Pratte (10).

In attendance: Alex Smith and Shaowei Pu, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee continued its study on the federal government's multi-billion dollar infrastructure funding program. (For complete text of the order of reference, see proceedings of the committee, Issue No. 7.)

Paul Thoppil, Chief Finances, Results and Delivery Officer;

Keith Conn, Assistant Deputy Minister, Regional Operations, First Nations and Inuit Health Branch;

Claudia Ferland, Director General, Regional Infrastructure Delivery Branch.

Crown-Indigenous Relations and Northern Affairs Canada:

Alex Lakroni, Chief Finances, Results and Delivery Officer;

Mark Hopkins, Director General, Natural Resources and Environment Branch;

Susan Waters, Director General, Lands and Environmental Management.

Fisheries and Oceans Canada:

Jen O'Donoughue, Chief Financial Officer;

Bill Varvaris, Director General, Real Property and Environmental Management;

Denise Frenette, Director General, Small Craft Harbours;

Hinesh Chauhan, Director, Project Delivery and Capital Management, Real Property and Environmental Management.

Mr. Thoppil, Mr. Lakroni and Ms. Ferland each made a statement and, together with Mr. Hopkins and Ms. Waters, answered questions.

At 10:45 a.m., the committed suspended.

At 10:49 a.m., the committee resumed.

Ms. O'Donoughue and Mr. Varvaris made a statement and, together with Ms. Frenette, answered questions.

At 11:26 a.m., the committee adjourned to the call of a chair.
