The Standing Senate Committee on National Finance met this day at 9:30 a.m., in room W120, 1 Wellington Street, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Boehm, Dalphond, Deacon (Ontario), Eaton, Forest, Forest-Niesing, Klyne, Marshall, Mockler, Neufeld and Pratte (12).

In attendance: Alex Smith and Shaowei Pu, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 4, 2018, the committee continued its study on the processes and financial aspects of the Government of Canada's system of defence procurement. (For complete text of the order of reference, see proceedings of the committee, Issue No. 78.)

As individuals:

Pierre Lagueux, former Assistant Deputy Minister (Material), National Defence and the Canadian Armed Forces;

Colonel (Ret'd) Charles Davies, former Logistics Officer and former Senior Director responsible for materiel acquisition and support policy, procedures and standards, National Defence and the Canadian Armed Forces.

The chair made a statement.

Mr. Lagueux and Mr. Davies made statements and answered questions.

At 11:29 a.m., the committee adjourned to the call of the chair.
