The Standing Senate Committee on Official Languages met in camera this day at 4:02 p.m., in room B45, Senate of Canada Building, the chair, the Honourable René Cormier, presiding.

Members of the committee present: The Honourable Senators Cormier, Gagné, Maltais, McIntyre, Mégie, Moncion, Poirier and Smith (8).

In attendance: Marie-Ève Hudon, Analyst, Parliamentary Information and Research Service, Library of Parliament; and Marc-André Roy, Parliamentary Counsel, Office of the Law Clerk and Parliamentary Counsel.

Pursuant to the order of reference adopted by the Senate on Thursday, April 6, 2017, the committee continued its study to examine and report on Canadians' views about modernizing the Official Languages Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Pursuant to rule 12-16(1)(d), the committee considered a draft report.

The chair made a statement.

It was agreed:

That the report of the steering committee be adopted.

At 4:36 p.m., the committee suspended.

At 4:44 p.m., the committee resumed.

It was agreed:

That photographers be authorized in the committee room to take photographs with the least possible disruption of the proceedings.

It was agreed:

That, notwithstanding the order of February 18, 2019, the chair and deputy chair of the committee be authorized to approve the final version of the fourth report.

It was agreed:

That the Report Subcommittee ("the subcommittee'') be created;

That the subcommittee be composed of the chair, the deputy chair, a member of the committee belonging to the Independent Senators Group and a member of the committee belonging to the Conservative Party; and

That the subcommittee be empowered to instruct research staff in the preparation of the draft final report on the modernization of the Official Languages Act.

It was agreed:

That the submission of David Joseph Mackinnon be accepted as part of the committee's study on the modernization of the Official Languages Act.

It was agreed:

That, other than the submission of the Minister of Justice, the committee accept no further submissions as part of its study on the modernization of the Official Languages Act.

At 5:10 p.m., the committee adjourned to the call of the chair.
