The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:18 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Bellemare, Eggleton, P.C., Frum, Merchant, Nancy Ruth, Ogilvie, Raine, Seidman and Stewart Olsen (9).

Other senators present: The Honourable Senators Bovey and Cormier (2).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 22, 2016, the committee commenced its study on the subject matter of those elements contained in Division 1 and 2 of Part 4 of Bill C-29, A second Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures.

WITNESSES:

David Gray, Professor, Department of Economics, University of Ottawa.

Canada Without Poverty:

Megan Hooft, Deputy Director.

The deputy chair made a statement.

Mr. Gray made a statement and answered questions.

At 5:06 p.m., the committee suspended.

At 5:09 p.m., the committee resumed, with the Honourable Senator Ogilvie presiding.

Ms. Hooft made a statement and answered questions.

At 5:34 p.m., the committee adjourned to the call of the chair.
