The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:31 a.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.
Members of the committee present: The Honourable Senators Campbell, Eggleton, P.C., Galvez, Manning, Mégie, Munson, Omidvar, Patterson, Petitclerc, Poirier, Raine and Seidman (12).
Other senator present: The Honourable Senator Deacon (1).
In attendance: Shaila Anwar, Deputy Principal Clerk, Victor Senna, Procedural Clerk, Senate Committees Directorate; Sonya Norris, Marlisa Tiedemann and Havi Echenberg, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, March 22, 2018, the committee continued its examination of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts. The chair made a statement.
Dr. Cardoso and Dr. Finn each made a statement and, together with Ms. Santos, answered questions.
At 11:29 a.m., the committee suspended.
At 11:34 a.m., the committee resumed.
Dr. Butler and Mr. Garza each made a statement and answered questions.
At 12:30 p.m., the committee suspended.
At 12:31 p.m., pursuant to rule 12-16(1)d), the committee resumed in camera to consider a draft report.
Pursuant to the order of reference adopted by the Senate on Thursday, December 14, 2017, the committee continued its study on issues relating to social affairs, science and technology generally. (For complete text of the order of reference, see proceedings of the committee, Issue No. 35.)
It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.
It was agreed to permit the recording and transcription of the in camera portion of the meeting, that one copy of the transcript be kept with the clerk for consultation purposes, and that the copy be destroyed at the end of the current parliamentary session.
The committee provided drafting instructions to the analysts.
At 12:59 p.m., the committee adjourned to the call of the chair.
