The Standing Senate Committee on Foreign Affairs has the honour to present its
TWELFTH REPORT
Your Committee was authorized by the Senate on Thursday, March 1st, 2001, in accordance with rule 86 (1)(h) to examine and report on emerging political, social, economic and security developments in Russia and Ukraine; Canada's policy and interests in the region; and other related matters.
Pursuant to Section 2:07 of the Procedural Guidelines for the Financial Operation of Senate Committees, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

The Honourable Senator Stollery moved, seconded by the Honourable Senator Taylor:
That the Standing Senate Committee on Foreign Affairs be authorised to examine and report on emerging political, social, economic and security developments in Russia and Ukraine; Canada's policy and interests in the region; and other related matters;
That the papers and evidence received and taken on the subject and the work accomplished by the Senate Standing Committee on Foreign Affairs during the Second Session of the Thirty Sixth Parliament be referred to the Committee;
That the Committee submit its final report no later than June 28, 2002 and that the Committee retain all powers necessary to publicise the findings of the Committee contained in the final report until July 31, 2002; and
That the Committee be permitted, notwithstanding usual practices, to deposit its report with the Clerk of the Senate, if the Senate is not then sitting; and that the report be deemed to have been tabled in the Chamber.
