Introduction and First Reading of Government Bills

A Message was brought from the House of Commons with a Bill C-7, An Act to amend the Department of Canadian Heritage Act and the Parks Canada Agency Act and to make related amendments to other Acts, to which it desires the concurrence of the Senate.

The bill was read the first time.

The Honourable Senator Gill moved, seconded by the Honourable Senator Lapointe, that the bill be placed on the Orders of the Day for a second reading two days hence.

The question being put on the motion, it was adopted.

Introduction and First Reading of Senate Public Bills

The Honourable Senator Stratton presented a Bill S-20, An Act to provide for increased transparency and objectivity in the selection of suitable individuals to be named to certain high public positions.

The bill was read the first time.

The Honourable Senator Stratton moved, seconded by the Honourable Senator LeBreton, that the bill be placed on the Orders of the Day for a second reading two days hence.

The question being put on the motion, it was adopted.

The Honourable Senator Andreychuk moved, seconded by the Honourable Senator Nolin:

That the Standing Senate Committee on Human Rights be authorized to sit at 4 p.m. on Tuesday, December 7, 2004 even though the Senate may then be sitting, and that rule 95(4) be suspended in relation thereto.

The question being put on the motion, it was adopted.

The Honourable Senator Stollery moved, seconded by the Honourable Senator Poy:

That the Standing Senate Committee on Foreign Affairs have power to sit at 5 p.m. on Tuesday, December 7, 2004, even though the Senate may be then sitting, and that rule 95(4) be suspended in relation thereto.

The question being put on the motion, it was adopted.

The Honourable Senator Stollery moved, seconded by the Honourable Senator Pépin:

That the Standing Senate Committee on Foreign Affairs have power to sit at 5 p.m. on Wednesday, December 1, 2004, even though the Senate may be then sitting, and that rule 95(4) be suspended in relation thereto.

The question being put on the motion, it was adopted.

ADJOURNMENT

Changes in Membership of Committees Pursuant to Rule 85(4)

Standing Senate Committee on Banking, Trade and Commerce

The name of the Honourable Senator Christensen substituted for that of the Honourable Senator Banks (November 25).

Standing Senate Committee on Agriculture and Forestry

The name of the Honourable Senator Hubley substituted for that of the Honourable Senator Downe (November 25).

Standing Senate Committee on National Finance

The names of the Honourable Senators De Bané and Lavigne substituted for those of the Honourable Senators Ferretti Barth and Biron (November 29).

Standing Committee on Rules, Procedures and the Rights of Parliament

The name of the Honourable Senator Poy substituted for that of the Honourable Senator Maheu (November 29).

Standing Senate Committee on Social Affairs, Science and Technology

The name of the Honourable Senator Trenholme Counsell added to the membership (November 29).
