The Standing Senate Committee on Human Rights has the honour to present its
FOURTEENTH REPORT
Your Committee, which was authorized by the Senate on Your Committee, which was authorized by the Senate on Wednesday, November 3, 2004, to examine and monitor issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations.
Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

Extract from the Journals of the Senate of Wednesday, November 3, 2004:
The Honourable Senator Andreychuk moved, seconded by the Honourable Senator Oliver:
That the Standing Senate Committee on Human Rights be authorized to examine and monitor issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations;
That the papers and evidence received and taken on the subject during the First, Second and Third Session of the Thirty-seventh Parliament be referred to the Committee; and
That the Committee submit its final report to the Senate no later than December 23 2005, and that the Committee retain until January 31, 2006 all powers necessary to publicize its findings.

"...that the day of presenting its final report be extended from December 23, 2005 to March 31, 2006 and that the Committee retain until April 30, 2006 all powers necessary to publicize its findings.''

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Human Rights for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2006 for the purpose of its Special Study on Canada's international and national human rights obligations, as authorized by the Senate on Wednesday, November 3, 2004.
