The Standing Senate Committee on Human Rights has the honour to present its
FIFTEENTH REPORT
Your Committee, which was authorized by the Senate on Wednesday, November 3, 2004, to invite from time to time the President of Treasury Board, the President of the Public Service Commission, their officials, as well as other witnesses to appear before the Committee for the purpose of examining cases of alleged discrimination in the hiring and promotion practices of the Federal Public Service and to study the extent to which targets to achieve employment equity for minority groups are being met.
Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

Extract from the Journals of the Senate of Wednesday, November 3, 2004:
The Honourable Senator Andreychuk moved, seconded by the Honourable Senator Comeau:
That the Standing Senate Committee on Human Rights be authorized to invite from time to time the President of the Treasury Board, the President of the Public Service Commission, their officials, as well as other witnesses to appear before the Committee for the purpose of examining cases of alleged discrimination in the hiring and promotion practices of the Federal Public Service and to study the extent to which targets to achieve employment equity for minority groups are being met; and
That the Committee continues to monitor developments on the subject and submit a final report to the Senate no later than December 23, 2005.

Extract from the Journals of the Senate of Wednesday, February 23, 2005:
"...that the day of presenting its final report be extended from December 23, 2005 to March 31, 2006 and that the Committee retain until April 30, 2006 all powers necessary to publicize its findings.

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Human Rights for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2006 for the purpose of its Special Study on the Federal Public Service, as authorized by the Senate on Wednesday, November 3, 2004.
