The Honourable Senator Bacon, Chair of the Standing Senate Committee on Transport and Communications, tabled its second report entitled: Final Report on the Canadian News Media. —Sessional Paper No. 1/39-228S.
The Honourable Senator Bacon moved, seconded by the Honourable Senator Fairbairn, P.C., that the report be placed on the Orders of the Day for consideration at the next sitting.
The question being put on the motion, it was adopted.
The Honourable Senator Kenny, Chair of the Standing Senate Committee on National Security and Defence, tabled its second report (interim), entitled: The Government's No. 1 Job: Securing the Military Options It Needs to Protect Canadians.—Sessional Paper No. 1/39-229S.

Presentation of Petitions
The Honourable Senator Di Nino presented the following petition:
Of the Boy Scouts of Canada, a body incorporated by chapter 130 of the Statutes of Canada 1914; praying for the passage of An Act to amend its Act of incorporation in order to consolidate the statutes governing it, to change its name to "Scouts Canada'' and to make such other technical and incidental changes to the Act as may be appropriate.
ORDERS OF THE DAY
Ordered, That Motion No. 78 standing in the name of the Honourable Senator Fraser on the Notice Paper be brought forward.
MOTIONS
The Honourable Senator Fraser moved, seconded by the Honourable Senator Cook:
That a Special Senate Committee be appointed to undertake a comprehensive review of the Senate Reform or any other related matter referred to it by the Senate;
That, notwithstanding rule 85(1)(b), the Special Committee comprise ten members namely the Honourable Senators Adams, Austin, P.C., Bacon, Baker, P.C., Banks, Biron, Andreychuk, Angus, Carney, P.C. and Murray, P.C., and that four members constitute a quorum;
That, pursuant to rule 95(3)(a), the Committee be authorized to meet during periods that the Senate stands adjourned for a period exceeding one week;
That the Committee have power to send for persons, papers and records, to examine witnesses, to report from time to time and to print such papers and evidence from day to day as may be ordered by the Committee;
That the Committee have power to engage the services of such counsel and technical, clerical, and other personnel as may be necessary for the purpose of its examination and consideration of such bills and subject-matters of bills as are referred to it;
That the Committee be authorized to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings; and
That the Committee submit its final report no later than September 28, 2006.
